I'd love to see them try to arrest people in other countries. I mean really. It doesn't work that way. In another nation, you're bound by the laws of THAT land, not your own. Any attempts to forcibly extract Japanese citizens from foreign nations will be met with opposition.
I think the people who wrote the law were just too stupid to see the loophole they left.

Err this already happens. As an Aussie there are several times I get a black screen which states that it's illegal for me to view as this material has not been released in my country or is protected. Sure you can circumvent it rather easily atm due to the sheer amount of stuff on youtube, but yeah, it's not really a biggie and wold hardly be enforced really.
