They are about equal in strength so it depends on who's faster... and I'd have to go with Shiva since she's a slick and sexy probably 90 pound goddess while Ifrit's the big, clunky probably 190 pound beast.

Ice is a solid, it can't put fire out. Water can put fire out. Besides, fire can still burn no matter how cold it is so long as you have fuel to burn.

This was actually put to the test in several Final Fantasy games. Shiva and Ifrit are, obviously, elemental opposites, however Shiva has power over Ifrit. In a battle between the two, Shiva will ALWAYS win. It was stated so in-game storyline wise. Ifrit is stated to be the more powerful of the two, but Shiva has a magical resistance against Ifrit's power, while Shiva's power causes twice the damage to Ifrit due to Ifrit's lack of magical resistance to Shiva's power. (Ifrit's resistance is to Ramuh's power. They're all connected in a resistance/overdamage loop) You'd think Ifrit would be weak against Leviathan's power instead, but strangely enough, it's not.
