For decades, supervillians have been buying propety on the moon to build their lasers. Not only is pretty much all the prime real estate already bought, but the remaining stuff's prices have skyrocketed. It would cost almost $500 billion more to build the laser nowadays than just 10 years ago.

Chemical weapons are very inefficient to use as a killing weapon:
you would need between .3 to 10 tons of sarin per square mile in order to get a lethal dose for an unprotected person. With modern protection ( masks/suits ), this multiplies.

Nukes won't work as well either, you would need to have intervals between blasts and that would give the little bastards time to take cover. The reason for the intervals is the interval blast theory, in which the first nuke in an area will hit at full blast, but one nearby within a few minutes would be reduced by one third, the next would be a between 6th to 13th the strength ( numbers vary between schools of thought ). This was why the US built concentrated concrete silos instead of several launch sites scattered.

A good, developed disease could be released and not show first signs until weeks after it's introduction into society. By this time the entire population will have been infected, presuming you have introduced it in enough areas. The first that will die will be the extreme young and elderly, so it will appear as a form of flu ( we have a shortage of the vaccine so no surprise ). Now everyone is gone, plus you haven't blown up their stuff.

Still, if you get a good enough laser from the moon and hit the north pole - that little cloud could easily turn to your advantage as it causes a green house effect, while the laser melts the north pole and causes a shift in world temperature and sinks the coasts under water - while flooding 60% of the worlds fresh water with sea water.

No, I was stating it in reference to the belief I was taking this to litterally.
Which is propostarous, as I would never go so crazy as to put a laser on the moon, not while I have my army or rocket armed penguins poised to march down the street.

What's worse is that they are Jackass Penguins ( an actual species from South America ), this means that because they are endangered the military will not be able to shoot at them - hell the government may even be forced to fund me.
