Uhhh....no. Even with ultimate armor, Zero has megaman pwned. Zero is a close-range fighter who's skills can inflict damage all around him. Megaman is largely a long-range fighter. Thus, Zero would go up to megaman and bust out all kind of hurt on him, while megaman tried in vain to get away. The Ultimate dash may help, but still...

No, he was Wily's solution to MMX. Zero was built by Wily to counter and destroy MMX, as well as all other reploids. Remember, at the end of MMX5? Zero calls himself in his memory flashback the "Destroyer of Reploids"

When has Willy's creation ever been perfect? Megaman is just like another version of Bass as well as protoman. All Zero can do is slash his sword. It's short range. Long range has more advantage.

Coolness would be tough, because Zero kicks ass and Bass is funny as shit in any comic represented. Out of power and skill, though, Zero would probably come out on top. He's just got a raw feeling to his skill that some things just can't even begin to compare with.
